SUNRISE-VISTA CHINO NEIGHBORHOOD COALITION
ADVISORY COUNCIL MEETING MINUTES
THURSDAY, NOVEMBER 15, 2018    4:00 – 5:00 PM
 
ATTENDING:  Paula Auburn, Sgt. Galvan, Gina Hooten, Keith Knauss, Mike Loney, Brande Orr, Chris Ruetz, Sheri Saenz, Zayda Welden, Barb Williams
 
DAP EXPANSION PLANS UPDATE  
 
1.  1515 Building -  Phase I rehab construction of almost done.  NOTE:  The Riverside Family Clinic is now called “1515 Building” until a permanent name is selected.  Part of this Phase includes the Riverside County Family Clinic which is leasing space for 3 years.  WIC also stays.  Phase II to begin March or April 2019.  This is the portion of the building which will house DAP services.
 
3. 1445 Office Building – now owned by DAP and the unleased portions are used for DAP administration offices.  Most of the building leases run to or though 2020 at which time DAP will probably use the entire building.
 
4.  CDBG funds project – fire suppression, e.g. sprinkler system interior to existing DAP building with outside fire hydrant work as needed.
 
5. MOU – Memorandum of Understanding- not yet decided.  Have interviewed 4-5 developers – some local and some national.  Coachella Valley Housing Authority among those interviewed. 
 
6.  Apartment time line – move-in-ready early 2022 with construction to end late 2021. This is a delay from originally time line. Hope to have preliminary plans by December 2019.  Still about 60 units of studios and 1- bedrooms to meet market needs. 
(A) Clientele? High risk homeless. Depends on sources of money and their stipulations. DAP envisions DAP clients will have priority, as well as Vets, disabled, elderly.  Support services will include job-readiness and job search. 
         (B) Apts. Are “permanent” housing and not emergency shelter. 
 
DISCUSSION: S-VC NC reiterated safety and security concerns, DAP shares those same concerns. Excellent questions and input  by Sgt. Galvan. S-VCNC also concerned about architectural design and esthetics.  Reassured the design will be of the quality of Vista Sunrise Apts. and will fit well with the neighborhood.
 
S-VC NC ANNUAL MEETING- Tuesday, March 19, 2019, 3:00 – 4:00 PM. Location: DAP Library.
 
(A)  Agreed by all that the DAP Expansion presentation would be a good program. Brande and Sheri agreed to the presentation of about 20 minutes in length.  If an MOU has been signed by then that partner should also be present. 
 
CRIME– Sunrise Racquet Club reported a series of vehicle break-ins.  Gina reported a stolen truck a couple of weeks ago from the Apartments parking lot.  It was recovered. Mike reported that having the DAP offices at the Stater’s shopping complex has made a major improvement in the homeless loitering. 
 
(A)  Sgt. Galvan noted it was the holiday season with shopping items/boxes often visible in cars.  This is the season with an uptick in these types of crimes.
(B)  S-VCNC expressed a need for stronger relationship with our NPOs.  Sgt. Galvan noted that Sgt. Hackbarth is in a leadership training program hence is very busy. 
 
INTRODUCTION OF NAME CHANGE TO ROGERS’S RANCH –Our name of Sunrise-Vista Chino neighborhood Coalition has never been popular, often generating feedback for a name change. 
 
(A)  A few years ago, Advisory Council Emeritus Ed Dietrich, recommended going back to our historic roots and adopting Roger’s Ranch as a name.  
(B)  Preliminary testing has had positive reaction to this name.
(C)  Research needed at PSHS archives to find a suitable logo to go with the name.
(D)   Need to develop a PR “roll out” campaign and announce at March 2019 Annual Meeting.  Bylaws need updating so the name change timing is excellent.

Chair, Jerry Cruz called the meeting to order at 3:00 PM.
 
Introduction of attendees.  Noted that Police Officer Kyle Wilson was not able to attend today.
 
PRESENTATION BY REULE YOUNG – DAP EXPANSION PLANS
            
A.  TIMELINES/SEQUENCING
            #1 = Reconfiguration of traffic flow
  • Current exit/egress onto Vista Chino will become one-way ingress.  
  • The street will follow the curves of the buildings and exit onto Sunrise Way on south side of Clinic, directly opposite Stater’s Bros. driveway
  • A traffic light will be added at this intersection. (Note: Sagewood has some traffic concerns about this light creating a traffic jam at their complex entrance on Sandalwood.) 
#2 = Remodel of existing Riverside Clinic Bldg. 
  • All remodeling is interior
  • Will create 4 separate clinic areas  
  • Parking will be on current vacant lot
  • Remodel will occur after assessment of space needs by clinic users
  • Riverside Family Clinic will use ½ the space until their new building is constructed 
#3 = New building construction to bridge/connect Clinic and current DAP building
  • New area to house relocated main DAP entrance  
  • Street will include a circular design to accommodate dropping off and picking up clients 
#4 = New low-income apartment construction
  • City General Plan allows “mixed use” in this locale
  • Will need 2 Public Hearings for the housing component one of which will probably be for a zoning amendment/variance
  • Housing timing depends on the Tax Credit funding cycles – there are 2/year (March & June) with limited numbers and funding – a competitive process
  • Visual schematic of plan shows two large apt bldgs.  Mr. Young stated 3-stories. (Note:  Vista Sunrise has lower bldgs, with a campus look and feel.  Proposed design departs from this concept into a denser footprint.) 
  • Current Vista Sunrise Apts have 80 spaces with only about 40 of those in use.  The new apts. Will have fewer than 1 space per unit. 
  • Design is under control of the selected Developer as is selection of criteria for renters 
  • No Developer selected yet but discussions underway with Coachella Valley Housing Authority (Julie Bornstein, Director)
  • 3.5 acres with 80 units.  Modernist design elements, 3-story with setbacks, won’t block current views of surrounding residents, 9’ ceilings rather 8’
  • Funding is no longer available for HIV exclusive housing
  • Selection of Manager is up to the Developer. (Note: Neighborhood Group and Sgt. Galvan strongly endorsed that Gina Hooten be made Manager over both apt. complexes as she knows the problems, the players and the police officers.)
  • Oversight of Vista Sunrise Apts is the current DAP Board
  • Mr. Young pointed to examples to look at for good design in similar housing projects

GENERAL DISCUSSION, Q/A
 
1.  On the proposed Traffic light
2.  Safety and security – both neighborhood group and Sgt. Galvan expressed concerns – David Brinkman reviewed the current security provisions on the existing DAP/Apts proposing a similar arrangement will be maintained for the expanded campus
3. On the height and density of the proposed apts
4. On DAP’s capability of funding an adequate operating budget once expanded.  David Brinkman reviewed current revenue stream and foresees a continuation of same.

Chair, Jerry Cruz called the meeting to order at 3:00 PM.
1. POLICE OFFICER REYNOSO
  • CRIME – Stats show our area is a low crime rate area with most reports coming from Stater shopping complex. In the last 3 months one reported residential burglary on Chia via an unlocked slider.
    • NOTE – most crimes happen through UNLOCKED doors, windows, and vehicles!!
    • Officer Reynoso also stressed that sensor lights and patio lights are a good deterrent.
  • Mike reported high school kids were using their pools. He worked with the High School and this has stopped. He also discussed that calling the dispatch non-emergency number does not often get a patrol response. He and Reynoso discussed this situation.
  • Another issue are the “charity” drop boxes for clothing, etc. contributions. They attract the homeless and are broken into with items then strewn about. These boxes are often owned by for-profit groups not charities.
    • The police cannot do anything about these boxes. Officer Reynoso recommended we go to City Council and ask that the boxes be removed.
2. S-VC NC NEW WEBSITE – www.sunrise-vistachino.weebly.com
  • Jan Wacker, our website guru, on her computer tablet, reviewed the new S-VC NC web site. It is terrific and contains lots of information including the archiving of our documents.
  • It is still a work in progress so any feedback/suggestions would be appreciated.

3. S-VC NC ANNUAL MEETING

4. DAP REPORT
  • Introduction of Carl Baker, DAP Director of Legal & Legislative Affairs (He also sits on the Board of the apartments.)
  • He discussed DAP’s need for administrative office space. DAP is looking at the office building next to the Family Clinic, the Family Clinic itself, and the Baptist Church on Vista Chino (right behind the apts.)
  • We asked if it was possible for Carl to become the DAP member on our Advisory Council. Carl said he and Brande Orr will share that responsibility.
With no other business to come before the Council the meeting adjourned at 4:00 PM.

NOTES:
Chair, Jerry Cruz called the meeting to order at 3:35 PM.
1. POLICE OFFICERS – Jason Lamb and Lt. Melissa Demarais
  • HOMELESS - discussed the closing of Roy’s. Current effort is to find housing for those currently housed at Roy’s. Unknown if this will be successful. (Roy’s will convert to a mental health facility.)
    • City of Palm Springs has 4 personnel dedicated to dealing with the homeless with coverage 12 hours/day, 7 days/week; 2 are sworn officers and 2 are social workers.
    • For homeless issues call the police non-emergency # 760-327-1441, this goes to the dispatch center.
      • Sagewood thanked the police department for help with the homeless; Mike noted over the last 9-12 months the Sagewood situation has markedly improved.
  • CRIME – Sunrise Racquet Club reported suspicious people “casing” SRC circa 4-4:30 AM a couple of times. The police were called. Police asked that we get a description in cases like this. Officer Lamb does a night patrol of our HOAs and area when work load permits.
    • From January – April 2017 stats show about 30 police calls in our area, with most being at the Stater Bros and Albertson’s shopping complexes. Vehicular theft is the most prevalent type of crime.
      • NOTE – most crimes happen through UNLOCKED doors, windows, and vehicles!!
2. FALL MODERNISM TOUR - Saturday, October 21, 2017. Joe Carman from Sagewood discussed the Sagewood involvement; he is heading up that effort. Sagewood had a highly successful home tour in the spring – selling about 300 tickets, making about $12,000 for the Sagewood treasury. Jerry Cruz is on the ONE-PS Fall Tour Committee and will contact Joe with details.
3. NEIGHBORHOOD GUIDES - still available if anyone one wants more; Gina indicated in an email she would like more copies. Query – should we distribute to Stater Bros complex businesses. No discussion or action or volunteers to do so.
4. S-VC NC NEW WEBSITE – www.sunrise-vistachino.weebly.com is now live! A flyer will be emailed out with this announcement and web address.

5. NEXTDOOR.COM- does anyone use this site? Discussion appeared to indicate most do not use this site.

​CAL TRANS – UPDATE
  • Analysis and study of Vista Chino and Via Miraleste shows need for traffic signal at that intersection (where 2 pedestrians recently were killed).
  • No timeline for installation. 
  • Other locations may also be studied.
FIRE DEPARTMENT – Chief Nalder
  • Encouraged people to learn CPR – Citizen CPR increases survival rates by 50%!
  • Smoke detector inspections – required upon sale of home - find 10% failure rate. 
  • Life expectancy of a smoke detector is 10 years.
CITY COUNCIL REPORT - Ginny Foat
  • Public Hearing Jan. 25 for input on downtown park
  • Update on vacation rental petitions (at this point, they seem to qualify)
CITY MANAGER REPORT – David Ready
  • Continued difficulty hiring police officers, therefore asking City Council to extend the hiring bonus for lateral transfers (i.e., hired in from other cities). Still 10 openings at PSPD.
  • In addition to the rehab of fire station #4, two other fire stations will also need rehab and upgrades; to be done over next 2-3 years.
  • Vacation rentals – explained the carve-out provisions for “home-share” e.g., when homeowner is on premises but rents out a bedroom is considered a “room rental,” not a “vacation rental.”
  • No further information on Rael project on Alejo and Palm Canyon Drive. Developer continues to state, “Changes are being made.”
  • CV Link – public meeting not yet scheduled
  • Joint study session council with Planning Commission sometime February or March to discuss Planned Development Projects.
  • Leaf blowers as a council study session topic sometime in February or March.
